A digital mailroom is less about scanning than about consolidation. Documents arrive at an organisation through several channels that grew up separately, each with its own informal owner and its own way of going wrong, and the point of a mailroom is that they all become one queue with one set of rules. The value shows up as things stopping getting lost rather than as time saved.

The channels, including the one people forget

Physical post, a shared email address, supplier portals you have to log into, and photographs sent from site. The forgotten channel is the invoice emailed directly to an individual, which never enters any queue and surfaces weeks later when the supplier chases.
