Spend management is a category name rather than a product, and it covers four things that are often sold together and are rarely all needed at once. The four parts, and who each one is for
Sourcing tools help choose suppliers and run tenders, and they only pay off where there is somebody whose job is buying. Requisition and approval controls what gets committed. Card and expense tools handle the spend that never had an order. Payables handles invoices, matching and payment. A business with no purchasing function usually needs the middle two and the last one, and gets nothing from the first.
Where the categories genuinely overlap
The requisition and the purchase order sit at the boundary between purchasing and payables, and a decision made in one shows up as work in the other. Loose requisition control produces invoices with no order behind them, which lands as manual approval work in payables. That is why buying only the payables end sometimes fails to deliver: the constraint was upstream.
How to decide what you need first
Count where the time goes for a month. If it goes on chasing approvals and keying invoices, start at the payables end. If it goes on unpicking what was bought without authorisation, start at requisitions. If it goes on card receipts and expense claims, neither of the above is your problem. The measurement takes a month and saves a great deal of money.

Do we need a whole suite?
Only if you have the problems all its parts solve. Buying breadth you do not use is the commonest way these projects disappoint, because every unused module still needs configuration and maintenance.

With whichever of requisitions or payables consumes more of your week, measured rather than assumed. Both are cheap to test in isolation.
